Gender identity refers to which gender a person believes themselves to be (e.g. man, woman, other), which may or may not match their sexual biology and gender they were assigned at birth. States of Democracy divides states into four categories based on Movement Advancement Project's tallies of policies that encourage freedom around gender identity:

• Very Bad (0): negative or low
• Below Average (1): fair
• Good (2): medium
• Very Good (3): high
